Become A Lobbyist - Instructions

1. READ THESE INSTRUCTIONS CAREFULLY BEFORE BEGINNING

TIP: Print the instructions: Right Click on Your Mouse then Select "Print." You will then have instructions while you work.

TIP: You will need to have a client whom you represent to complete the registration.

2. Fill out Lobbyist's Profile

TIP: Profile link is at the end of this page. For now, keep reading!

The profile is a one-time entry. After that, your forms will be pre-populated with your name, address, etc. Fill in the blanks, click on "Submit."

TIP: You will need to have a group or organization to represent to become a lobbyist.

3. Return to Lobbyist's Account Selection Menu.

TIP: From this page, you can edit your profile if you made errors. If no errors, complete the form on the organization you will represent.

TIP: Explanations of each menu item are available by clicking on "Instructions" at the top of the menu page. If you wish to print that information, follow the Tip on printing under item 1.

4. Search for the organization you represent.

TIP: More than 300 organizations are in the data base. If your's is there, save time and typing by selecting it. Part of the form will be pre-populated for you. Complete the remaining parts of the form. Then go to Step 7.

5. If organization is not in the data base, click on "Add an Employer."

TIP: "Employer" does not mean that you are a paid employee. "Employer" means "any person on whose behalf a lobbyist acts." 29 Del. C. § 5831(a)(3).

6. Begin typing employer data.

TIP: Once you input the basic data (e.g., name, address, etc.), it will be displayed. This data will also be used later to pre-populate your expenditure reports. Check for errors, then click on "Continue."

7. Click on "Add Forms to Data Base" then "Submit."

8. Your registration and the employer's authorization are complete. Print both forms.

TIP: Lobbyists must sign their registration form; a representative from the organization must sign the employer form. Lobbyists cannot sign their own authorization. 29 Del. C. § 5833.

9. If you have more employers, go to the Lobbyist Account Menu. Begin at step 4 above.

10. "Log out" on the Lobbyist Account Menu.

TIP: THE NEXT TIME YOU USE THE SYSTEM, GO TO www.state.de.us/pic and click on "Current Lobbyists" where you will be directed to log-in with your e-mail address and password.
