1. READ THESE INSTRUCTIONS CAREFULLY BEFORE BEGINNING
TIP: Print the instructions: Right Click on Your Mouse then Select “Print“. You will then have instructions while you work.
TIP: You will need to have a client whom you represent to complete the registration.
2. Create Your Delaware.gov account
Go to: https://egov.delaware.gov/lobs/ and choose the “Lobbyist” button to begin registration. You will be taken to the Delaware.gov login screen. If you are a new user, click on the “New User” link and follow instructions for registering. Once completed, you can login to the lobbyist system with those credentials. Note: If you already have a Delaware.gov account, sign in, and you will be ready to complete your Lobbyist Profile.
3. Complete Lobbyist Profile
Once you enter the Lobbyist system, your profile will appear populated with information from your Delaware.gov account. Complete and Save the information necessary to complete the Lobbyist profile. Click “Continue Registration” to add an Employer.
TIP: You will need to have a group or organization to represent to become a lobbyist.
4. Complete the Employer Authorization Form
TIP: “Employer” does not mean that you are a paid employee. “Employer” means “any person on whose behalf a lobbyist acts.” 29 Del . C . § 5831(a)(3).
TIP: More than 1,000 organizations are in the data base. If yours is there, save time by finding it! Part of the form will be pre-populated for you. Complete the remaining parts of the form.
Search for the employer/organization(s) you represent. Type in the first few letters and employers matching those letters will appear. Select one and click the magnifying glass.
Click “Select” for the name that matches the employer you want. Employer Details will appear. If all of it is correct, click “This is my Employer!”
If employer/organization is not in the database, click on “Create A New Employer” and complete the information. Note: The email provided CANNOT be the same as the Lobbyist. If it is, registration will stop until approved by the Public Integrity Commission.
Click on “Submit Lobbyist Registration and Employers Authorization” to submit.
My Lobbyist Home
After submission, you are taken to your home page. From there, you can manage your profile, your employers, and your lobbying activity. You can also start and edit your expense reports, submit your reports, and view any previous reports.
TIP: THE NEXT TIME YOU USE THE SYSTEM, GO TO www.depic.delaware.gov and click on “Current Lobbyists” where you will be directed to log-in with your Delaware.gov username and password.
